Your are right, it is the roman soldier in the sculpture of “La paix de 1815”, The Peace of 1815, by Antoine Extex. You can find photos of this particular one all all the other statues of the Arc de triomphe on this page:
Thanks, Franck! I will check out the page. I’ve been to Paris a bunch of times and once went and walked around the Arc de Triomphe but there’s a lot of detail on it and it’s easy to get overwhelmed with it all. I’ll take a look at the photos!
