You are correct, it’s Orson Welles and it’s from “The Lady From Shanghai”. Wherever I got it the GIF from said it was Glenn Ford and I just went along with it but I did have an inkling it may be wrong because Rita in the GiF above sure looks like (hair, dress) she did in some pictures from this movie I posted a short while ago.
