You are correct – but wow, talk about a photo being misidentified. Wherever I got it it had said that it was in London’s financial district in the 1920s. Turns out that it’s FDR in 1913 in Washington. Would not have recognized young FDR but kicking myself for not recognizing the OEOB (Old Executive Office Building) in the White House complex as my father had an office there when he worked for several presidential administrations as an advisor when I was a child.
