I believe this is Gypsy Rose Lee, of Broadway’s “Gypsy” fame. There was another Rose Lee in “Just Imagine” (1930) but she only had the one credit. Plus these are definitely Gypsy’s eyebrows. Gypsy was a fan dancer in her younger days. I remember her on talk shows in the 1960’s, when she no longer looked like this picture. And she wore things.
