I think, if I recall correctly, that a dust devil forms on the ground and goes upward whereas a tornado forms in the clouds and goes down to earth. Dust devils can be ferocious but tornadoes pack a much bigger punch as far as wind speeds go.

Oh, do we have dust devils here, especially in dry season. From the hilltops you can often see three or four in the distance. Once I saw one rip off a tin roof and lift a Dumpster. The house gets hit a few times a year, and it is quite a show. I have to go looking for the garbage can.
Sounds like a blast and a half! I don’t see dust devils here but waterspouts are a possibility I suppose. Never seen one in 25 years but I’ve seen damage in the forest coming off the shore before that looked like it was caused by a waterspout. Gets very windy around here, especially in winter, and I live on a hilltop.
You were very gracious not to say anything out loud about my mixing up Grace Kelly in Rear Window/To Catch a Thief. And those are 2 movies I know by heart!
