The lower photo is definitely Liberace, the top one may be an impersonator or something.

And by licking I assume they mean beating the Germans under Kaiser Wilhem, not actually sticking out your tongue and slathering them with saliva. Gross yes, but not an effective way to win a war.

I don’t know more than 20 words of German so I’m not sure what this poem says but I assume it is just an ode to a fallen fellow soldier. If it says something offensive let me know and I’ll delete it. Though I am half German and half French my loyalties in both World Wars is decidedly not on the side of the Germans under Bismarck or Hitler.
