I think that fashion rule only applies to certain places – like the more fashionable parts of big cities in North America. But in tropical places white is worn year round and in the less fashionable parts of the country seems like pretty much anything goes.
Also in areas that have the 4 seasons. Fall has rain, mud. Winter slush, sand from roads. Spring has train and mud. I’m sure Alaska has the similar weather. By the way, Merry Christmas!
